Tottenham Hotspur are stepping up their efforts to reshape their attack before the summer transfer window closes, with Manchester City duo Savinho and Omar Marmoush emerging as major targets. Spurs are understood to be in talks with City over a potential double deal for the two forwards, while Cody Gakpo remains a key target and the club continues its search for a new centre-forward. With less than two weeks remaining in the transfer window, Tottenham are attempting to complete a major overhaul of their attacking options after already spending more than £200 million on six first-team players this summer.
Tottenham hold talks with Manchester City over Savinho and Marmoush

According to Sky Sports News, negotiations between Tottenham and Manchester City over Savinho and Marmoush are progressing, although no agreement has yet been reached. Savinho is reportedly ready to make the move to north London, giving Spurs encouragement as they attempt to secure one of their primary attacking targets.
City are also expected to consider their own recruitment plans before sanctioning departures. With the transfer window approaching its final stages, the club would need to move quickly if both Savinho and Marmoush were to leave. Sky Sports News reports that City already have potential replacements in mind, but filling two attacking positions so late in the window would still represent a significant challenge.
For Tottenham, meanwhile, the opportunity to sign either player — or potentially both — would provide manager Roberto De Zerbi with additional options across the forward line. Savinho's ability to operate from wide areas would add pace and creativity, while Marmoush could provide greater versatility and a direct goal threat.
Gakpo remains a major Tottenham target
Savinho is not the only winger Tottenham are pursuing. Liverpool forward Cody Gakpo remains part of Spurs' preferred transfer strategy, with the club hoping to bring in the Netherlands international alongside Savinho and another centre-forward.
Tottenham are reportedly waiting for Liverpool to complete the signing of Bradley Barcola from Paris Saint-Germain and potentially his PSG team-mate Ibrahim Mbaye before making their move for Gakpo. The situation could therefore depend on developments elsewhere in the market.
Gakpo's versatility is one of the reasons Tottenham are interested. Although naturally capable of operating from the left, he can also play centrally and has previously demonstrated an ability to contribute goals and assists from several attacking positions. There has been speculation that De Zerbi could use him as a No 9, but that is not understood to be Tottenham's primary plan.
Spurs' preference is still to recruit an established centre-forward who can lead the line, score consistently and contribute to the overall attacking structure. Gakpo could potentially provide additional flexibility, but Tottenham want a specialist goalscorer to complement their other attacking additions.
If a deal for Gakpo cannot be reached, Spurs have alternatives. Chelsea forward Pedro Neto is among the players attracting interest, giving Tottenham another potential route to strengthen their wide attacking options before deadline day.
Spurs want a new centre-forward

The search for a striker is arguably the most important remaining part of Tottenham's recruitment strategy. The club wants an out-and-out goalscorer capable of playing as the focal point of the attack while also linking up effectively with the players around him.
That requirement means Tottenham's business is unlikely to end with the pursuit of wide forwards. The club could potentially make as many as nine first-team signings during the summer window, a remarkable figure considering the scale of their spending already.
Tottenham have already invested more than £200 million on six first-team players. Their midfield has been heavily reshaped, with Sandro Tonali arriving from Newcastle and Matheus Fernandes joining from West Ham in deals reportedly worth a combined £185 million.
At the back, Jan Paul van Hecke has joined from Brighton for £52 million as a replacement for Cristian Romero. Tottenham have also added Marcos Senesi, Andy Robertson and Martin Dubravka on free transfers.
The scale of the recruitment illustrates how dramatically Spurs are attempting to rebuild the squad. The remaining focus on attack suggests the club believes further investment is necessary to provide De Zerbi with the depth and variety required to compete across multiple competitions.
Why Manchester City could allow both players to leave
The possibility of Savinho and Marmoush leaving Manchester City may initially appear surprising given the quality of both players, but their positions within the squad have become increasingly uncertain.
Sky Sports News reports that both players are effectively considered surplus to requirements, although they remain entitled to stay and compete for their places. The situation is similar to the one involving goalkeeper James Trafford: if a player wants regular first-team football but cannot be guaranteed a starting role, City are prepared to consider an acceptable offer.
That approach gives Tottenham an opportunity, but it also creates a time-sensitive problem. City would not simply allow two attacking players to leave without considering how to replace them.
As Sky Sports News reporter Ben Ransom explained, City would need to replace at least one of the players and would ideally like to replace both. The difficulty is that the transfer window is now less than a fortnight from closing, leaving limited time to identify targets, negotiate deals and complete the necessary transfers.
For Tottenham, that could make the negotiations more complicated. Spurs are not only competing against the clock but are also dealing with a club that has little incentive to accept an unfavourable offer simply to move players off its books.
Tottenham's ambitious end to the window
The ideal scenario for Tottenham would be to complete deals for Savinho, Gakpo and a new centre-forward before the window closes. The potential addition of Marmoush or Neto could provide further alternatives if negotiations for one of the preferred targets fail.
Such a transfer strategy would represent an extraordinary amount of activity in a single summer. Tottenham have already spent heavily on their midfield and defence, but their pursuit of several more forwards shows that the club's rebuild is far from complete.
Savinho appears to be one of the clearest priorities, particularly with the player reportedly ready to join. The talks with Manchester City will now be closely watched, especially given the possibility of Marmoush being included in the negotiations.
Gakpo remains another major piece of the puzzle, although Tottenham's move for the Liverpool forward could depend on the chain reaction involving PSG and Barcola. Meanwhile, Neto provides an alternative should the Gakpo pursuit fail, while the search for a genuine centre-forward continues independently.
With the deadline approaching, Tottenham face a race against time to complete their attacking rebuild. The club has already committed more than £200 million to six first-team additions, but the ambition of the remaining targets suggests the spending could rise significantly further.
If Spurs can complete even some of their preferred deals, De Zerbi could begin the season with an attack that looks dramatically different from the one he inherited. The negotiations with Manchester City, however, could prove decisive. Savinho and Marmoush are both available under the right circumstances, but City will want suitable replacements before allowing either player to leave — and that could make the final days of the window particularly intense for both clubs.
